The Moscow authorities plan to transfer money for habitation major repairs to townspeople that they independently were engaged in repair, the head of department of major repairs of available housing of capital Arthur Keskinov at press conference on Thursday has informed.
"We study question on transfer of means for repair to inhabitants. The mechanism that means for repair were received by those people at whom repair becomes" should be fulfilled, - he has told.
According to Keskinova, such idea is already reported to the mayor of Moscow. "Such approach is accepted. It is necessary to generate standard base. The main thing that at realisation there was target use of means", - the head of department hasn'ted.
In its opinion, the new mechanism of carrying out of major repairs will give the chance to townspeople to supervise volumes and quality of jobs.
At the same time the head of department hasn't named terms when this idea can be realised.
"It is a question of intentions. It is strategic problem. It is question not one day", - Keskinov hasn'ted.
As he said, the mechanism of transfer of money already exists, it is necessary to develop such norms which would allow to supervise target use of means.
"To pay budget money it is necessary only when they will precisely go on repair", - Keskinov considers.
He has noticed that is expedient to help inhabitants with habitation inspection before repair and definition of jobs.
